Already 90% of the below 40 population has either 1 or 2 children only. It may take another 100 years to show negative growth. Too late.

Increase the taxes on the wealthiest Indians who are doing extremely well. Spend more money on secondary education in your poorest areas such as Calcutta. Like the Chinese, limit a family to 2 children. Provide electricity and a television set to every household in India.

Like any society, education is the key.

The government should adopt a "one child" policy like China, but unlike China not use coercion. They should run advertising campaigns so that people feel they are doing something wrong if they have more than one child. Also there could be tax/financial penalties for having more than one.
