what do u mean? The idea of Nation appeared with the feelings of the folk of one country to belong to one same political entity and no more being subjects ruled by a king or emperor of one land...no more objects of that kingdom but people became the real heart of the country its true reason of being...and then it filled of pride the heart of this men sharing something in common...
the idea of nationalism spread worlwide after independant war of america and french revolution and was extend by the idea of conscription meaning all men must be able to stand up as one to defend that nation.... While nationalism is a strong power of gathering people, it leaded to horrible misunderstanding, straight conception of propriety and citizenship..and finally to the two world war and many others where it justifies sacrifice of brother folks against each others with horrible deeds exacerbed by the idea of nationalism...like between French and German and maybe nearer from what u mean between India and Pakistan.

Which one? America in theory was created by an ancient Roman concept of government by the people. It didn't work out in Rome either, for much the same reason democracy failed in America. Diplomacy and greed marked the needs and desires of all the people charged with upholding the government.
America in practice can be credited to the stubborn nature of our own pseudo-culture, and our anal minded view of the world around us. We fear so much that we might become like our oppressors or the tyrants we pretend to fight and oppose, that we hand these powers and our lives over to a government whose concern is making sure the people don't realize they have empowered and are encouraging perhaps one the most well concealed imperialistic fascisms in the history of known world.

You need to be a little more specific. Do you mean what was the first country/government ever created? Are you looking for the founding of a particular nation?
