I'm going to assume you mean according crime rates, and not other things like weather, nature, etc. I would have to say one of the following:

Swizerland.
Luxembourg.
Vatican City.
Liechtenstein.
Brunei.

Tough question, the Vatican - Yes, it is a small country inside Italy. Protected and secured by the Swiss Guard. It has a negligible crime rate. The only crimes that take place there are tourist petty theft related crimes.
