If you want to find the IP address you can view the header of the email. In Outlook I believe it is under view when you have opened the email.
The line you are looking for should read X-Originating-IP: and the IP address will be in brackets.

If you are able to view the full email header, the IP is listed in it. Take the IP and go to a site where you can geographically locate the server.

Then you can run a WhoIS search on the server in question. You will then know who to complain to.
