It means they are trying to self sooth. By sucking on their fist, babies feel as if they are sucking on a bottle and that calms them down. If there is no bottle then their fist can tide them over until the bottle is ready.

It very well could mean she's hungry, or it could just be a habbit of hers. Either way, she's eating, so it's not like she's starving!
