When would you use an equal sign, and when would you use the congruence sign (looks like an = sign with a wavy line over it) ? Which ones would you associate with an angle? A segment?

equal sign means exactly equal. for instance same size

congruent means something like "equal class"
for instance two triangles with the same angles, but with different leg size are called congruent.

1 and 3 are congruent with respect to division by 2 they both have the same remainder

= means identity (same thing). So 7 = 7, 'cause it's the same thing.

Congruence means having the same measurements. So all right angles are congruent, even if one's in Paris and the other is in Hong Kong.

To say Angle A and Angle B are equal is to say they're the same angle, not that they have the same measure.

It's actually a pretty fine point. Not sure that many besides math teachers care that much. In actual real world situations, it's usually apparent by the context of the situation what you mean.

Two figures are congruent if one can be scaled to get the other. This relationship is meaningless between segments, angles. If two figures are equal, they are both the same size and shape.

equals is for numerical values (length, area, etc)

congruence is for geometric objects (segments, parallelograms, etc.)

So congruent OBJECTS have equal MEASURES for all their corresponding parts (sides and angles)
