I USUALLY KEEP MY COMPUTER ON, BUT, HAVE SOMEONE THAT I WANT TO BLOCK, THEY HAVE PUT ON THEIR WEB CAM AND HAVE DONE NASTY THINGS ON IT, AND EVERYTIME I COME ON, THEY SEEM TO KNOW I'M ON, EVEN IF I AM INVISIBLE, HOW CAN I BLOCK THEM AND REPORT THEM TO THE AUTHORITIES....THEY CAME ON AND I ACTED LIKE I WAS THEIR CHiLD, THEY PROCEEDED TO TALK TO WHAT THEY THOUGHT WAS AN UNDERAGED PERSON, WHOM IT WAS MYSELF, AND THEY PROVED TO ME THEY ARE PERVERTED...HOW DO I BLOCK THEM, EVEN IF I'M INVISIBLE, THEY SEE ME ON...WHAT IS GOING ON WITH THIS, IT'S LIKE THEY KNOW MY EVERY MOVE ON HERE...PLEASE HELP!

Report them to abuse at your ISP. Also ask the ISP if they are going to call the police since the perp thinks you are an underaged person and are still doing that. If they don't you can.

Copy the conversations that they have had with you and send them to the hosts of the messenger that you have. Hopefully they will ban them or give you some ideas on how to block them so that they cannot see you. If it is getting really out of hand, copy the conversations and go to your local authorities and and see what they can tell you about your local harassment laws.

okay first of all you should call your local police station and ask them what you should do so you can get them arrested if they are doing something that bad. Second, you need to see if you can save the web cam videos so you can later show them to the cops. Third, you might want to get a new im account. Fourth, be careful, you might also want to call one nof the cops and ask them to come to your house and there you can show them what type of videos they have been sending you. Fifth and final, you should look up if they are breaking the law by what they are doing.
Just be careful and call the police,

Why don't you just delete IM from your system. It is not exactly a necessity for existence, now is it?
You could always add it in a couple of months after the perve loses interest.

Turn off your caps. You can't report someone to the authorities for knowing you're online. I don't know what IM you use, but you may just need to change your screen name.

If you have them on your block list, they shouldn't be able to harrass you at all, but since all else has failed change your email address and only give it to people you want talking to you.
