It's just your perception. The drops feel steeper too in the dark. Since you cannot see the track, your other senses take over. You feel the wind on your face, which would be much more intense inside a tunnel,so you assume you are travelling much faster.

I don't really understand what you mean by dark besides not bright. You could mean the darker tunnels, or it being dark outside. It being dark outside is obvious. It goes the same speed.
In the first tunnel with the bats, it goes very slow. This is at either one. I want to talk about both of them (Disneyworld, and Disneyland). The Disneyworld darkest part besides the first cave (lifthill) is the third cave (lifthill rocks falling), and the part right before you go into the second (lifthill). That part isn't that fast in the dark because all it does is turns.
Now, at Disneyland there is again the first and third lift hill that are slow. However, before the second lifthill, you have a dark area near the werewolves howling. During that part, the train seems to go quite fast. This isn't because of the dark. It's just that it is going fast.
Another ride you might want to look at is Space Mountain. The ride is going to go the same speed no matter if it's dark, or not. The thing is that you don't know where you are going. So, your body doesn't know what to do, and where to turn. You might feel out of control thus, and you might think it's going faster than 27 mph. That seems slow, but in the dark, it's fast to you because you don't know where you are going.

Ooh, I actually asked around about this one! It does not go faster in the dark in the beginning of the ride; in fact, it goes slower as it has not yet gained any momentum. They have little fans in there that blow wind at your face, though, and the sound of the tracks above your head add to the fear factor. It's all a trick of the mind, really. <3

in the dark lights seem to come faster at you...so no the ride is not faster in the dark

I see no reason that they would speed up the coaster just because it was night, so I would say that it was your perception.
