Joe...what a fun question, but it has a logical answer.
Imagine being an employer with a typical business watching out for overtime expense, and find that, suddenly, the day lasts an extra hour.
Not all that long ago in Ohio, we switched at 1am, meaning that we did the midnight to 1am hour twice in a row in the Fall, which meant a whole extra hour of time in the bar if you were so inclined. While it was fun for the patrons and profitable for the owners, we created the 4th most popular DUI/Alcohol-related death night of the year ( FYI: New Years' eve is 1st, Thanksgiving eve is 2nd, and 4th of July is third), which brought the practice to a halt, and now it's even deeper in the night.
Interestingly, the Monday morning that follows time change weekend in the Fall has fewer traffic accidents than any other Monday morning rush-hour in the year, and the one in the Spring has the most. Kinda tells you something about the importance of getting an extra hour of sleep from time to time.
While it might be fun for some to have the time change in the middle of the day, most folks would be confused as heck, and it seems as though we needed the extra hour in bed, anyway.

That way it doesn't interfere with a lot of activities, as most people are asleep.
And it's OK to set the clock the evening before or the morning after. This will NOT break your clocks, and won't require you staying up for it! ;-)

Times are changed at 2 a.m. because it does not affect everyday life as much. I would think more people work the day shift..Just turn your clock back whenever you go to bed at night and it will all work out in the morning.

You can stay up until 2.00 a.m. if you're daft enough.... I have just finished changing all mine at ten past seven (bst) and I am managing to cope with the time difference!
