This question was explored in the book "Flowers for Algernon" (Algernon was a mouse). The book was the basis for a movie called "Charley." Drug therapy was used to change a handicapped person into a genius. It was a cautionary tale.
Still, If we can grow babies we should help people who are already here to have better lives.

yes.. i believe they can..

intelligence is very complex..it cant be defined, much less improved on.. however, if by meddling with some nerves in the body, a mentally handicapped person becomes more aware of the world, why not??
dont we accept medicine doing this - 'tampering ' to us physically all the time, why not mentally..

No mentally handicapped people will never be as intelligent as normal people. It would be a waste of time and money to try to change their intelligence. Kinda like spending money on a broken down car instead of buying a new one.

if someone is born with a Mental Handicap, little can be done to improve the intelligence, so maybe if doctors somehow find a big vaccine or something, maybe intelligence should be at least worked on.

No one can be more intelligent than what they have always been....Intelligence is a relative term at times....You can have the capacity of having intelligence but be not using it...Intelligence does not mean all knowing....but having the ability of knowing....

Why not?

It certainly can not hurt anything and it would certainly be a benefit to society as well.
