It depends on what you think of as "the best." Makeupalley.org is the authority on all cosmetic ratings. You can go there and search by product and find out what everbody else has to say about them.
If you like thick, long lashes and are willing to do a little work (like I am) I love Shocking Volume that comes with the primer and the mascara you put on with the comb and Voluminous that comes in the black and gold packaging.
Shocking Volume can be clumpy, but if you spend $5 bucks to get a lash comb, it solves that. Tweezerman makes and excellent one.
If you aren't feeling into all that, go with Voluminous. Three or four coats will make your lashes very noticable and lush.
Good luck! And stay away from Great Lash! It's a fraud!

I find any waterproof brand will clump more than the regular brand. I have sensitive eyes to allergens, so I don't get to wear mascara all the time, and clumping makes it that much worse. I have found that Cover Girl is great for non clumping, they even have a new kind out with a special application wand made outta rubber and you store is seperately outside the tube. neato huh? Meanwhile, did you know the shelf life on mascara is only 3 months? If you're using mascara older than that is begins to break down it's contents and that can cause clumping as well. Best advice, throw away your tube every three months, even if you haven't used it all.

I have spent money on the expensive brands (Like 25-40 $) and even cheap brands(Like 8 $) And never found the perfect mascara. Then one day I was looking through the sale bin at a Dollar Store and found this mascara called Aziza 2. It had a mirror on the side and it was only .50 cents so I bought it. I figured It would be no good but boy, was I wrong. I LOVE that mascara! It works even better than my mascara from Sephora! I highly recomend it.

Great Lash by Maybelline or Voluminous by Revlon. Also remember to take good care of you lashes by curling and investing in a lash comb. These other two step do make a difference and you'll find that they make your mascara even better!

l'oreal is a good make for mascara. if you keep your mascara longer than a month it usually gets clumpy. keep the cap on tight.

L'Oreal has excellent mascara. They are the cheaper version of Lancome mascara. Same company.

I like Maybelline New York Great Lash waterproof mascara... it's cheap and it's nothing fancy but it doesn't clump at all and works great!
