The answers to your question is yes and no.
An online auction web site has two parts to it, the presentation layer and the backend (the database to store the data).

1) Yes, you can use Dreamweaver to design the presentation layer. What I mean by presentation layer is the pages that the users can see.

2) No that Dreamweaver is only an editing tool. You will need something in addition to just Dreamweaver. For example, you will need some server technology that would allow you to communicate between the server and the database. Some of these server technologies are ColdFusion, ASP, ASP .NET, ...etc. Dreamweaver has features that would help you building your ColdFusion applications and ASP applications. By the way, I am a Certified ColdFusion Developer and I use Dreamweaver everyday. But in addition to the editing tool, you also need a database to store your data. Some popular database choices are MS Access, MySQL, and MS SQL.

Well you could certainly use Dreamweaver for creating the layout of the site. However when it comes to creating data bases and such you will still need another program for creation that can work with dreamweaver. A simple program would be MS Words Access.
However I'm sure there are many ways to go about creating an auction site. There are sites that offer auction site software if you are not familiar with programming.

Dreamweaver must be used to develop an online auction website. It is really very best tool for development.
