The greatest song should have stood the test of time, be able to make people really feel, and be remarkably complex, but unbelievably simple. Based on that Criteria I would say:
"Hallelujah" as written by Leonard Cohen, Covered perfectly by the late Jeff Buckley on the best album of the 90s "Grace", and then another well done cover by Rufus Wainwright for the shrek 2 soundtrack.

I got the new album by Scrambled Debutante. All their songs glorify depraved violence, mindless sex, and the deliberate abuse of dangerous drugs. My Mom's going to go into conniptions when she sees this lying around. Well I sure didn't buy it for the music...
