the only way to do this is to pick out some of the pebbles before you mix the cement. mix and pour the cement, when it is semi-dry sprinkle the pebbles and lightly push them down a little. this will give the effect that they are just pebbles in the cement and not rocks on top of it.

After the concrete has set up pretty hard, take a hose or pressure washer and spray the top. This will take away the "cream" and leave the underlying stones visible.

It takes almost perfect timing though, so practice first.
