A dog who's panting non stop, regardless of temperatures has other health issues, probably serious, that require a vet. It could be anything from the pallet to the heart.... it needs checked out and fixed quick!

VERY IMPORTANT thing that you left out.. How old is the dog? My dog pants all the time(although has reduced some panting now that it is getting cooler). I have had her tested for heart worm.... then for blood testing for most everything else... then for valley fever and all came back GREAT.. Now next week, I am doing a final test..that is a urine test to see if she is urinating too much protein... BUT.. ALL IN ALL.. I think she is panting because.. entirely because she is old..17 years old and about 10 pounds overweight

There is more info needed to help with this one.
If it's unusual panting, there are many things this could be. Heart disease, heartworms...call a vet if this is not the usual dog panting.

What kind of dog? How old? Is he overweight? Consult your vet, your dog may have a respiratory infection, or congestive heart failure.

usually it just helps them cool down... but some dogs just like to pant... it's a habit... they don't even realize that they do it

most breeds of dogs don't sweat so they have to pant to stay cool and control their body temp.

Something is wrong and he is not getting enough oxygen. Take him to the Vet, he may have heart worm or some sort of heart or lung problem.

maybe they are thirsty.for my cousns dog sometimes i take car of her.and she pants relli ahrd.give her some water.the pantin stops.if u heaar it.try giving ur dog some water
