Walls never help and never improve relationship. But there are cases walls can help to eliminate problems, define a clear border and make people on both side of the wall starting to accept the other.
Use a wall only when there is no other solution!

I guess it depends on which countries. If you had a neighbor who was constantly coming and taking things from you wouldn't you want a fence?
