I am not sure that is costs too much to attend the Naval Academy. If you are in it then you have joined the military. I remember reading something about having to provide for some fees at one time but I do not know if that is true today.

Scholarship or not, you would still need to get appointed to attend. Congressmen, Senators, and Vice President can each send two people to the Naval academy. (And they can have no more than 5 appointees attending at any one time)

I do not think there is any backdoor way in thru sports. However, if you are good at sports then that will reflect well when you are interviewing for the appointment. You will still need to meet all of the other requirements though.
