I put a new battery in it, and only the lights at the top came on. My charger is acting funny, its making this quiet, high pitched beeping noise every time i plug it in. I know nothing about laptops, or computers for that matter, can anyone help?

If it sounds like it is running.. Then perhaps the monitor is turned down or off.

It sounds like your charger/power supply is bad, also try plugging it in to a different outlet in another room. If a different outlet solves the problem than have a qualified electrician take a look at the wiring.

If it is the power supply then you will need to replace it. It also wouldn't hurt to have a local tech look at it either, if you can't find the answer yourself. If it is not under warranty Dell techs tend to cost more then an independent tech.

The voltage isnt the right setting (wrong power supply) for the computer all together. The computers battery came with no charge that means you have to charge it.
