^ when KA is used between words it means AND... i think what he said was "any japanese who can speak nihongo?" since what he typed had some grammar errors, this is what i think he was trying to say...

nihonjin - japanese
ka - and
nihongo - theire langugage
dekiru - can
hito - person
imasu - means person does an action
ka - indicates question

i think KA is like a question. They say ka but we dont say what is your name question mark. They would say, what is your name ka (Oname wa nan desu ka)

Nihongin = Bank of Japan

Nihongo = Japanese

dekiru = to be able to (v1)(uk)
