I have the sissy bar and pad. the holes were the brackets are to be mounted are 6.5" apart.

You can get square tubing at a hardware store.

If I misunderstood your question and you just need the brackets, You'll either have to get them from the manufacturer of the sissy bar, modify a set from a different sissy bar, or make your own.
If you want to try to make your own, make the brackets out of cardboard. Align all mounting holes and shape them to your preference. Using that as a template, cut the brackets out of 1/8" steel. When you're done, paint them or get them chromed.
