Use BitTorrent. It's net exactly a "website," but it works quite well.

Sorry to spoil your fun, but that is illegal.
I am not here to debate how to charge for music, or why to pay for songs we listen just few times. but a plain fact is - there are no free commercial music sites.
You can try sites where artists give away free music for promotions (even popular ones) while some new budding artists are willing to give away music completely free to get noticed and sometimes you will get old classical music for free.
You can try few sites:
http://www.garageband.com
http://www.radioblogclub.com/
http://www.pandora.com/
Even though you don't want credit cards to be charged, I would still like to mention my favorite sites.
http://music.yahoo.com (unlimited) - 5 bucks a months - you get to listen to all music you want.
http://www.emusic.com
(I was amazed by its awesome collection of unheard music - some of them are just fabulous)
Would really like to refrain you from downloading music illegally.
Think from artist point of view - they just made what they think is best cookie - and you want to just snatch and eat it.

lime wire has virus' use bearshare, it isn't a website it is a program you have to download, go to download.com and get ad-aware(free) then search download.com for bearshare(free) After installing bearshare run Ad-aware on your computer to take any ads and sponsors from bearshare off your computer. Lime wire has virus that cannot be removed and ruin your computers memory...my boyfriend recently had limewire and had this happen.
