I would call shimmering this: giving an alluring appearance of anticipation, beauty and emotion.
When I wear shimmering make-up I feel noticed because it accents parts of my body that would normally be unnoticed.
If my eyes are shimmering, they're clear yet reflecting my feelings (happiness, joy, sorrow, etc.).
A shimmering moon to me has a luminescent glow and is often associated with affection or love.

It is where something is kind of sparkly when the light hits it - it is usually subtle. Like when the light shines on a body of water it shimmers. Or when a woman wears an eyeshadow that has tiny particles that are glittery or sparkly - that could be called shimmering.
