I keep thinking it's some kind of D minor variation but I'm not sure.

Bb major has a Bb and an Eb - not a Db - so it's not Bb major.

D harmonic minor has a Bb and a C# (which is the same as a Db)

Ok, If it has only a B flat and a D flat I don't know. I don't know how much you know about music, but I don't want you to think it is B flat major. B flat major had B flat and E flat. If you have B flat, E flat, A flat and D flat then you have A flat major, or f minor.

you've got to be a little more specific, did you mean only b flat and d flat? a scale takes seven different notes, you know.
