The best way is to download Ccleaner here http://bitly.com/UrALrK

Or you can go on Windows operating system locate the command prompt and go there to do the following:
Create a Recovery file of system and date it today.

Then begin by;
delete the 'Temp' folders..they have hidden subfolders so you need to set the attributes in order to bypass this. For each subfolder delete all cookies and rubbish left behnd after install-uninstalled programs. Do a 'dir' command to check your progress. Make sure the 'Temp' file is empty.

goto c:\windows\prefetch and delete everything in there..no exceptions

goto c:\windows folder and delete all the '$' files that have been installed by updates. They can all be succesfully deleted and just take up disk space.

Locate the Internet Temporary Files..Check to see how high the saving level is..some have it set at 30 days..but that stores faaaar tooo much data..though it slows down the system overal. Keep this to a minimum..suggest 2 or 5 at most.

Delete all 'cookies' all those you don't need.

Locate the windows directory and go through the folders you know and those you don't need. Check this once a week at least. Some programs will install under XP as NT and older systems where there is no check of systems weight.

Check to see that system files have not changed since last booting. Things like .ini files or .bat are important items.

Check for 'Hidden Directories' all over the disk...do this at the command prompt:

dir *.* /ah wil show these hidden directories

Check the 'dir' command for all parameters

The definition of Online means your ONLINE. Connected to the internet and recieving information live. How fast it runs depends on your ISP. Are you on Dial up, broadband, DSL? This makes a difference. OFFLINE means just that....so if you are offline you are accessing webpages stored in your computers memory. The stuff is already there so it runs much faster.

Update:

Do not listen to virus nonsense. These people don't know what you mean maybe by "Offline". The only way you can view offline pages is from "Cookies". A cookie is when your online and surfing and you go to a webpage. Your computer takes a digital snapshot of the page you are viewing and stores it in a temporary file folder in your harddrive...this is called a cookie. The reason it does this is because if you ever go back to that website then it will remember you. The website reads your cookie and says "hey, I know this guy" and then welcomes you back or does whatever it is supposed to do. Also, this allows you to work offline (which to me is pointless). If you go into Tools/Internet Options/and delete Cookies, Files (click box for all offline content) and delete history, you will no longer be able to view these offline pages which brings me to my next point.

Because your computer takes snapshots of everypage you view and stores it to your harddrive, it tends to bog down your computer speed as well as surfing speed. You will want to delete this stuff often to maintain internet speed. If you have never done it then just think about the millions of cookies you have on your machine slowing it down and taking up memory space.

Look, when you look at the definition of cookies.....it is so you can store webpages in the hard drive for "quick viewing later". Quick viewing means faster then internet speed. It will always be faster offline then on. So dude, don't listen to this virus crap, or go downloading a bunch of stuff you don't need ok. They will just get you to bog your system down even more and never fix the problem.

Lots of reasons your machine is running slow on line. The first thing is to clean your registry.Google, www.ccleaner.com , Install it and run it . It's free and it's one of the best and most secure delete software out there... Also, if you're not running Firefox as your default browser I'd advise you to do so. The latest version is , Firefox.2.0 ... try it , you'll love it !
