Where I come from it always meant that a drug dealer was in a house nearby. That way if a potential buyer could cruise around and the drug dealer would sell him the drugs. Don't know how true it is, we hear a lot of urban myths.

I heard that in urban areas the power lines mark the boundaries for gang territories and the shoes symbolize that this territory is already taken. But some people do it for fun as well. I've seen kids trying to throw their shoes up on power lines a couple of times. It just depends on the situation.

This is gang related. Lets say i have black and gold shoes(king colors) and i am the only "queen" witch means i am alone. I run into the 26(another gang) and i am not sure what theyre colors is but they push me to the ground take of my shoes and hang them in the cord because i can't reach them

Don't have the answer to this one, but what a great question. Kids I would guess are bored and they do this to see who can do it. With Nylon Strings, those shoes are sure to be up there for a while.
