You are thinking of the legendary Shangrila. The only country on this earth that has a heavenly mandate is Israel, because it is there that Jesus will reside and rule from for a thousand years, very soon. Otherwise God deals with us individually and we all have a heavenly mandate through Jesus Christ.

noe but they all think they do.
liechtenstein which i sreally only about th size of a city would be th most heavenly place to live. but no city has a mandate of heaven which is plainly mythical .
