No--it was proposed by Benjamin Franklin in the 1700's, but I still can't understand why a man as bright as he was in so many ways could come up with a crackpot idea like that.

It makes about as much sense as cutting off the end of your blanket and sewing it to the top in order to make the blanket longer!

No, it is not true. Benjamin Franklin was the first to propose it. However, it is not know if he was actually serious about adopting it.
Either way, he proposed it long before Konrad Adenauer was born.
