Convector heaters heat the air in the room.
Radiant heaters heat you , but not the air.
Convector heaters can be either electric or water type run from the central heating, if they are electric then they can be expensive to run.
The idea of radiators run off gas or oil is to heat the air in the house, and make you feel warm.
If however you DON'T have CH then the best bet is RADIANT heat from a halogen type heater run off electric.
NEVER be tempted to use a portable heater run on bottled gas they are lethal, as they burn up the oxygen and create water vapour.

I assume you mean an electric convector heater. Most are 2kw, so if on continuously will use 2units (kwh) of electricity per hour. Don't know off hand how much a unit is these days, about 12p I assume, so that's about 25p per hour. It depends on the room and how high a setting you use. I would estimate about 10p per hour at average temperature setting in an average size room.

If you go by the efficiency of what goes in vs. what goes out
and it is electric than it is 100% efficient. now wether it is more economical that depends on the cost factors of the fuels vs electricity for the different types of furnaces available.
electrical heat is the BEST efficiency but not always the most economical

I am sorry that I cannot give you cost estimates but with the rising cost of propane, natural gas, etc, I would say that convection heating is probably a bit less expensive
