I couldn't explain it in this sentence without reading the sentence preceding it. It may have said: "Wealthy and poor neighbors working together can accomplish many goals." If that were the preceding sentence than the one you gave would now make sense.

"A citywide.................backgrounds" is a good example of whatever was mentioned earlier.
