its from the famous climax scene when the harrison ford character kills the replicant 'Roy Batty' played by Rutger Hauer.

hauer says,
"i've seen things you people wouldn't believe; attack ships on fire off the shoulder of Orion. I watched c-beams glitter at the Tannhauser Gate. All these things will be lost in time. Like tears in the rain....

most of the film is wet and rainy but this scene has hauer dripping - hence the tears in the rain.

im guessing the bonus question is alluding to one of the cardinal points north east south or west. id go with north due to the orion refernce in the movie quote but not sure.
