The hard fact is that the internet seems full of people that have had tons of problems with ANY versions of Explorer.
if you want to exclude the browser you can try Firefox without uninstalling Explorer and see how it goes.

if you are using a modem, try a power off reset of the modem. also, check your communication data, you might have to get a new ip address. your server should be able to do this for you.
