SAT is complulsory (although I believe there is now a competitor that does the same thing); TOEFL is not required, but it can be very helpful in showing you master basic English. For example, if your SAT Math scores are very high, but your SAT verbal scores are low, a high TOEFL score can show that you have the basic literacy to succede in college.

yes it is compulsory to take SAT if you want to go to college in the US but if you are a citizen of the US it is not compulsory to take TOEFL because it means test of english as a foreign language and since you are a citizen english is not foreign to you but if you are and international student yes you have to take both SAT and TOEFL to enter any college in the US
