Assuming the original installation was done right, the red and black will be the two "hot" wires (220 volts between them) and the white will be the "neutral." So either the red or the black can go to the brass terminal on the 110V outlet, and the white can go to the silver terminal. The green should be spliced and connected to the grounding terminal of the outlet, as well as to the outlet box (using a grounding screw or grounding clip) if it's a metal box. Needless to say, open the circuit breaker before you do anything.

However, you may be creating a safety problem and you are almost certainly creating a code violation. First, if the rating of the two-pole breaker feeding the 220V circuit is more than the rating of the outlet (15A or 20A, depending on the outlet) then it's not sufficient to safely protect the outlet and circuit wiring from an overload condition. Second, most local codes require a dedicated circuit for a pool pump, and once you add the outlet it will no longer a dedicated circuit. Third, if the breaker is sized for the pool pump, there may not be sufficient capacity to run both the pool pump and whatever is plugged into the outlet. Finally, if the outlet is going to be installed anywhere near the pool, it should be a GFCI (ground-fault circuit interruptor) outlet to reduce the risk of electrocution. The "right" solution is to run a new 15A or 20A circuit back to the panel and connect the GFCI outlet to that (black for hot, white for neutral, green for ground). Hope this helps.

Use the white and the black, the black to the gold colored post on the outlet, the white to the silver. the green would go to the ground.
