I would go buy 2 umbrellas and keep 1 in my room. The other I would make the roommate pay for it. I would let my roommate know that I got wet because he had the umbrella. I would say something like this, "Since you had my umbrella and I had to go out in the rain, you can pay for my doctor bill and medicine when I get sick. And thanks for letting me know you borrowed it. By the way, here's your own umbrella, you owe me $20.00 for the cost of the umbrella and labor for carrying it."

You just let your roommate know how you feel, but make sure you are calm and not mad at the time because a borrowed umbrella is not a big deal. Tone of voice is the key here, keep your tone civil.

This is a little thing. Go to Walgreens and pick up several cheap umbrellas. If this is a good roommate, and I know your annoyed, just tell him you'll split the cost of having backup umbrellas in the house.

First I would say
"wow my umbrella magically disappeared" to see if the roommate would 'fess up.
If they confessed to taking it; I would say "I don't have any problem with you borrowing my things, but please ask me first from now on."
If they don't confess, I'd say; "I wouldn't have had a problem with you borrowing my things, but since you never ask me first: Don't touch my sh!t at all."
Does that help you? I understand, because right now I have to put up with some roommates myself. And now, they all know that they don't borrow my stuff at all. I've had CDS scratched, DVDs lost in the oblivion, and things never returned to me. So they know!â¥

Oh don't sweat the small stuff. Buy him one of his own. They are so cheap. Not worth fighting over. Be a little snide about it to let him know you are a little displeased so he will think to ask next time he wants to borrow something.

I would probably say something like "oh - there's my umbrella" or "have you seen my umbrella?" I like to "make" people admit that they did something, that way when I comment about it, they have the opportunity to admit they did something wrong (like take my umbrella without asking). I'm not huge on confrontation, especially when it comes to something little like an umbrella. Also, my response would depend on how much I actually like my roommate.

Say “Wow my umbrella magically reappeared” and then (hopefully) roommate will say "Oh, I borrowed it" and then you can say "I have no problem letting people borrow my stuff, but you got to let me know beforehand".
If your roommate doesn't say "Oh, I borrowed it" you can say "Did you borrow it?" and then your roommate will probably say "Yes" and then you can say "I have no problem letting people borrow my stuff, but you got to let me know beforehand".
If that doesn't work, put a padlock on your umbrella.

If this is the first time it's happened, I might be nice and say Don't borrow my stuff.....
But....if this has been going on before, I'd say Don't touch my sh t without asking!!!!
