Go to a craft store and ask for candle gel, it's exactly like jell-o, clear and nontoxic. Another thing you can use is hair gel; another option is go to a nail salon or beauty supply store and ask for the gel they put on top of acrylic nails!

Like a clear silicone? the kind that is bought in a tube for caulking? Usually the tube is a long cardboard tube that is meant for a caulking gun, you could cut it and use a putty knife. It is messy and takes a couple days to dry.

The clear epoxy glue is in two tubes and mixed to a clear or colored goo. It dries quickly.

Outside of a very light-colored gelatin, I can't think of anything clear when it dries. Pectin would do if it doesn't have to be clear, and Vaseline or some other brand of petroleum jelly would work if it does not have to be clear or solid.
