The Mandate of Heaven is performed in UK coronation ceremonies and is an annointment with Holy Oil of the ascending King. It is a legitimacy ceremony proving that all modern monarchs are descended from King David, and therefore are King (or Queen) by divine right. All European monarchies used to do it, but now the UK is the only monarchy to retain it.
Despite some people arguing against it, the USA DOES have a mandate of heaven, but in the US, it is interpreted as the right of the citizenry to impeach their President.
I couldn't think of a third modern example, but as others have mentioned, In ancient China the Mandate of heaven was a traditional Chinese concept of legitimacy used to support the rule of the kings of the Zhou Dynasty and later the Emperors of China. Heaven would bless the authority of a just ruler, but Heaven would be displeased with an unwise ruler and give the Mandate to someone else.

The only time I've ever heard the term 'mandate of Heaven' was in relation to the emperors of China.
When an emperor ruled, it was because he had the mandate of Heaven. When he lost this (usually at the end of a 'dynastic cycle,' but that's something else) he was deposed and another emperor was enthroned.

I'm not sure that the USA has a sure ticket to heaven. Isn't that on an individual, not country-by-country, basis?

Well, they can madate whatever they want
But the kingdom is not of this world.
I don't think the teaching was prominent on heavan and hell until the middle ages.
When things go bad, people are usually responsible for it and deny it by blaming another who didn't do it.
The only thing this side of heavan is imperfection.
