Are you on birth control (hormonal contraceptives)?
If so, you might experience a lack of sex drive as a side effect.
If that's not the case, hey, everyone matures differently. I've heard that women don't actually hit their sexual peak until their thirties, whereas guys hit it at about eighteen.
Explains a lot, really...

Nobody really knows what normal is. All people have different sex drives but if you noted a change in your partner from previously I would schedule to see a doctor. The hormone levels may be off or another underlying health condition may be the cause.

No, it is not. If you are a 23 year old woman you should be having sex as much as possible even if you aren't in the mood. I would suggest starting with toys and working your way up to men and women.

Everyone is different, however, a complete lack of sex drive can also be a sign of a deficiency or excess of certain hormones. It's impossible to say anything of use really with only that much information, but it may be worth bringing up with your doctor.

Is it a male or female you are talking about?
There could be some hormonal problem going on,
possibly thyroid or reproductive hormones.
Severe emmotional problems could cause this as well,
ie, if the person has suffered some sexual trauma as a child or adult.
Try to be gentle or more understanding and encourage them
to seek help about their problem.
