Use the system restore point feature (see below).
In future never delete things you don't know about without doing a backup first.

Have you already tried pulling the bar back up?
To do that, move your mouse to the bottom of the screen, left-click and hold, move your mouse up.
If that doesn't work, there may be some problems with your windows system. I would have been able to give a more detailed help if I knew more about what your husband did. You should consider asking another question, with some more details.
Hope I could help

I believe it is not gone. It is just hidden. U move ur mouse cursor 2 d bottom of d screen and wait 4 a few second. Once it pop-up u can change it by removing the tick on d auto-hide d task-bar.
If u place ur mouse cursor at d bottom of d screen & it doesn't pop-up, try any of d other 3 sides of d windows. It will pop-up.
GOD bless

Is it gone or just hidden? Try moving the mouse down to the very bottom of the screen... if it turns into a 2-way arrow then it's hidden, just click and drag it up. Alternatively it could be hidden on either side or the top as well.

You closed your shell. that's a software stated as "explorer.exe" This works for XP/Vista so attempt this, if rebooting isn't an selection. Hit CTRL+ALT+DEL and placed across up the activity supervisor on the applications tab, on the backside perfect, click the "New activity" button sort in C:Windowsexplorer.exe that could desire to reload your shell and placed across your activity bar back.

If you take your mouse down to the bottom of the screen it should turn into a up and down arrow, if it does, click and drag upwards and it should appear, if not then your taskbar is locked, you have to rightclick it and on the list there is "Lock the taskbar" if it is checked then it is locked, uncheck it by clicking on it then drag it up, if that doesn't work....I don't know what to say....
