Wear a light blue sweat suit, glue cotton balls all over it, and carry a water gun. When anyone asks you what you're supposed to be, spray them with the water gun and say "partly cloudy with a chance of rain" That's what I'm doing this year!
As for the little boy, jeans and a plaid shirt, coupled with a $1 Sherrif set from Wal-Mart and he could be a Sherrif. Skip the star badge, tie a hankie around his face, and he could be an outlaw.

For you, since you have the hat, a witch would be easy. Just dress in black, put on the hat, and wear black or green lipstick. Or cut circles out of black paper or fabric and stick them to a red shirt - ladybug. Do you have an old bridesmaid's dress? Add a tiara and a sash, carry a bouquet of plastic flowers and you're Miss America.
For the boys, are you familiar with Captain Underpants? Just put a pair of underpants on the outside of the pants, make a cape from a piece of fabric or even a garbage bag, and have them carry a (clean!!) toilet bowl brush.
Or, they could be a couple of bunches of grapes. Buy a bag of green or purple balloons (or both, and each boy can be a different color). Pin the balloons to their shirt (match the shirt to the balloon color, if possible. Cut out some leaf shapes from colored paper and pin them to a hat.

The Dollar Tree store near me had dress up sets that were complete, for $1.00. It had a patch vest hook...
they also had robes long robes and teeth($1each ), maybe one of the boys could be dracula
