Probably a swim bladder problem. These problems aren't always fatal!
Sometimes a goldfish's buoyancy is messed up from being constipated. Feed him two cooked then peeled peas a day until the problem improves. Peas are a natural laxative for your fish. Don't forget to remove any uneaten pea from the tank after 5 minutes so as to avoid fouling up the water.
I've also heard that green beans work too, but I'm not sure how they should be prepared before given to your fish.

usually it means that you've fed it too much or too often. Goldfish just keep on eating, rather than stopping when they're full and because their stomachs get so big it displaces their swim bladder. It fairly likey that Lightning isn't going to be with you for too much longer sorry to say.

it meaan thwt you have feed the poor fish to much so stop feedind for a few days .and feed as much that the fish can eat in 1 -2 minutes no more .its stomach is full of food and is turning it upsid down

swimming bladder problem and i had this problem before but i solved it by soaking the flakes or pellets in water first before putting it in the tank and make sure the food sinks by stirring the flakes but for the pellets squish it.

this probably means that he is going to pass away...I'm very sorry
you can try adding salt to his water, this happened to one of my goldfish and it worked for a few days but then he passed away.
