So when we say a person is immigrating to country XYZ versus a person who is migrating to country XYZ ...what's the difference between the two ?

There are three issues here.

1 Emigrating. This is where you leave your country of origin to live in another one on a permanent basis.

2 Immigrating : This is where you arrive in a country to live on a permanent basis from another one.

3 Migrating: This is where people move from one area to another, often between countries, to find work generally, with the intention of returning to their country of origin eventually. This often happens in continents such as Africa where tribes will move from one area to another in search of food.

Immigration is a type of migration. Migrate is the root word here, However, at the same time, immigration and migration can be viewed as synonymous. I guess immigration is just more specific. Also, look at this way: immigration is really only used when referring to people. In other words, people can migrate to a new country or region, or they can immigrate to a new country. But birds and fishes don't immigrate to warmer climates; they migrate.

Immigrate.
1. vi come and settle in country: to enter a new country for the purpose of settling there
2. vt bring in people as settlers: to bring people into a country and settle them as permanent residents there
Migrate.
1. vi move from place to place: to move from one region or country to another, often to seek work or other economic opportunities
2. vi zoology move between habitats: to move from one habitat or environment to another in response to seasonal changes and variations in food supply

immigrating

2. to pass or come into a new habitat or place, as an organism.
migrating
1. To move from one country or region and settle in another.
1. To change location periodically, especially by moving seasonally from one region to another.

Migrating is seasonal vs. immigrating is moving to.

"Migrating" : transfer from ar country, region or place to another.

"Immigrant": a person who migrates.

There is no word "immigrating".
