This probably isn't the best answer, it's just based on my personal experience. My younger brother (50) still stutters/stammers. I trace the cause back to our childhood. He is the youngest of 3. I can remember him trying to get a word in edgewise and practically shouting "I, I, I, I wanna....!" so much it became an ingrained habit. The second instance I know of is a nephew of my ex-husband. Nephew was definitely a "lefty" but my sister in law forced him to be right-handed. I warned her not to do that (I was in college taking a neurology class at the time) because it could cause speech problems. Well, guess what, it did. Nephew is 33 and has an awful stuttering problem that began when he was 3 and he was forced to switch hands. It messed up his "wiring" somehow. I wish you all the best in helping your brother overcome. Acupuncture may be a good choice.

If it is inborn, then you simply have to bear with it. But if it is caused by an event in the past, it must have a psychological basis. better for you to have him checked so that proper intervention may be done. understand him and motivate him instead of making him feel that he's different.

I have treated this problem with Acupuncture. You can try it. There is no other treatment for it.
