Because Japan didn't have good bowlers and batsman to play cricket in high levels

Only those teams/countries playing cricket at a certain level(standard/quality)
are allowed to play one day internationals(ODIs) by the ICC

countries playing well in ODIs are awarded Test status
Japan has played cricket but have'nt qualified,like
many other countries.

You could say the same for about 160 countries, I guess it just never became popular or widely-known there. THey don't know what they're missing.

becz they do not have a infarasturture there .....the in born talent....to play cricket ..although they can make the robotics who can play cricket ....???
