i though you need to apply visa at your home country through the embassy of intended country of visit, before coming to Malaysia or going to any others country !

I think Indian Citizens who enter Malaysia form a third country can get Malaysian Visa on arrival. This for who travel to third country on tourist visa.

Visa-on-arrival will be given only to foreign nationals who already have a visa to enter Singapore or Thailand.It is valid only for 14 days.

you can get visa on arrival
you have to fill some form when arrive at klia (kuala lumpur international airport) in order to get the visa
