You can use a softphone program to make computer-to-computer calls for free, but if you want to call a telephone from your computer, you'll probably have to get with a voip phone company. The bonus part is when you sign up, you're likely to get a voip internet phone adapter, so you can use your regular phone to make voip calls.

Voip companies have monthly and international rates that are generally a bunch less than you'd have to pay with the regular phone company. I use voip.com, because they were cheapest for who I usually call. I pay less than $20/mo for my monthly rate and if I were to call Egypt, it would cost about 22 cents a minute.
