As a general rule yes.

However, it also depends on what that particular doctor offers. Some doctors/GPs also train in counselling (and some specialise in it to become psychiatrists).

However, psychologists are not physisicians, they are very well studied counsellors so they don't hold medical degrees. This only means they cannot prescribe drugs (however, they can refer you to a GP or psychiatrists if they believe a drug would help you).

All overseas doctors practicing in the UK are required to have equal qualifications as other UK doctors - so it should not be a problem.

From what i heard UK is not a racist state. So you can get help from an Indian doctor. But i do not think the doctor can giveyou a prescription if the doctor is just visiting and is not a settled British citizen. But also it may help to get help from a doctor that is not from UK or America cause they mad stupid

You CAN sure, but he's not supposed to be treating unless he's licensed to practice in the U.K. It does'nt mean the person's not qualified, just that the medical proffessional has'nt taken the board tests to establish his credentials.

If he is a doctor, it does not matter where he is from.
But in this case it does matter, Indian doctors are the best.
If you are not American or British, you are intelligent.
