It was decided after world war two that the dominant powers of the time should have permanent seats on the council - that is the Republic of China, the Soviet Union, the UK, France and the US. The Soviet Union was later replaced by Russia and the Republic of China was replaced by the People's Republic of China. These were the original countries to have nuclear weapons until Israel, Pakistan, India and now North Korea acquired them. There have been talks that India, Brazil, Germany and Japan should also be permanent members - as they believe they supply the most to the UN (Germany and Japan the most money, Brazil and India the most peacekeepers).

There are also regional groups who appoint their own members to represent them. Africa chooses three countries, Latin America, Asia, and Western Europe choose two, and Eastern Europe chooses one. One of the Asian or African countries must be an Arab country. The non-permanent members each serve 2 years before a new election. Currently they are - Argentina, Congo, Denmark, Ghana, Greece, Japan, Peru, Qatar, Slovakia and Tanzania. This will change on the first of January to the new members, who haven't been fully decided yet.

It was decided long ago. Basically the powerful nations got membership. The others didn't! Power is having money and nuclear weapons.

Nope, however the protection Council did authorize the U. S. lead UN Mulitinational stress that has been in iraq through fact June 2004. And has reapproved it each and each 3 hundred and sixty 5 days through fact by potential of votes of 15-0.
