We know the queen crown belongs to Molly Ringwald,
But the king is not so clear cut.
Downy was never a real teen movie king. Ditto, John Cusack.
By definition a real teen movie king would no longer be doing movies.
Spader and Lowe now have a television series on the go.
Michael Anthony Hall I don't think because he was never the lead in any of his movies. (He was great in "Sixteen Candles" and "The Breakfast Club" though)
So Andrew Macarthy would be it, "Pretty in Pink"
"St Elmos Fire"
"Class"
"Mannequins"
"Weekend at Bernies"
For an 80's flashback:

Or if I may suggest someone else, Judd Nelson.
"The Breakfast Club"
"St Elmos Fire"
"Billionaire Boys Club"

As far as strictly 80's movies go, I vote John Cusack. Better Off Dead and One Crazy Summer are two of the funniest movies of all time.

As far as skill as an actor goes, it is a toss up between James Spader and Robert Downey Jr. Spader is great at playing the ****** roles and various freak parts. Downey Jr. is good in everything he does, even though it took a long time for the critics to notice this fact.

I was a teenager in the 80's, so from that perspective, it has to be Rob Lowe. To me, a "teen movie king" is the one who's poster was on everybody's wall. James Spader is talented, but wasn't in many "teen movies" as a hero - just a jerk. John Cusack is my favorite (by far) and most of his movies still hold up to viewing today. Still, I don't see him as a "teen movie" type - even at the time the movies seemed like more than that. Andrew McCarthy has potential, but he was only in three true "teen movies." Michael Anthony Hall was the court jester of "teen movies" but he was never the king. Robert Downey, Jr. also really wasn't in that many teen movies, and he wasn't appealing in any of them.

Andrew Macarthy. James Spader would have been if he had been in more movies, so Andrew Macarthy it is!
