Dogs No, but they are not full blown color blind and seeing in grey like people think, just like color blind people may only be lacking a certain color or see a certain color a little off from normal.

Cats have a larger number of sneses then humans are aware of and most of their senses exceed measrurement. They actually see in a broader spectrum then humans, though some people give the proper explaination they should give for dog eyes for cat eyes and say dogs are mostly color blinds. Cats also see things more depth and range of light and shadow, so the best they can do to show how a cat sees is show everything irrdesent and glowing. Cats also kinda have a way to see scents and feel the distance of scents, so some times things have an aura.

I have been paying way too much attention to these things but I am an animal lover and cats are my favorite. So as it stands there is no way for them to measure Cats properly because they exceed even our senstive equipments, computers, programs,... etc. Though we have limits since we are so far different. And on top of things, have you noticed the attention span of a Cat,.. it's very hard to test them because of that as well,.. and that has to deal with them learning to be able to survive independent from prides (our domestic cats) whereas Dogs still have Pack Only struture.

ADDED:
What YellowStoneDog said was true about movement. However my female cat has a prefrence for Green and will not accept Blue, Gold, Orange, Red,.. any other color. Another problem with cats is Humans forced alot of Inbreding against their nature until they have become the heat and heat seeking monsters they are now. So some breeds have differences from others and might have sight problems,.. just like some are prone to hearing problems, and some breeds tend to have a unique limited voice, while others have a wide range. So that's another thing working against scientist when they test it's like every breed and stray is a different species as far as health and limitations.

I know dogs are not completely colour blind.
Dogs can see black and white, plus some colour – but not the same colour vision that people have.

Dogs can distinguish yellow and blue, but as with colour-blind people, dogs cannot distinguish between green and red.
Dogs make up for this by having excellent night vision, and are good at detecting movement – but their detail vision is not as good as humans.

Cats can see in light six times dimmer than the light in which a human being is able to see. A cat’s eye is very sensitive to movement. This is important when hunting prey at night.

Cats can see some colour. It is thought that they can differentiate between blue and green, but probably see mainly in shades.

No, they can't see in color. It's not exactly black and white. apparently, they can see some colors in gradients... Their nose is their main tool.
