When is the right time to plant bellpeppers?

during Spring, Summer, Autumn?

I'm answering from a sub-tropical climate and we can plant anytime except in the middle of summer, if you are in a cold area my guess would be spring/summer.

Toronto latitude plant them same time you plant most things--mid to late May.
